Kitchen gear
- Large skillet
- Small saucepan
- Large baking sheet
Method
-
Heat the oven to 400°F (200°C) and line a large baking sheet with parchment or foil.
-
Brown the beef in a skillet over medium-high heat, breaking it into very fine crumbs with a spatula. Spoon off most of the fat.
-
Stir in the beef seasonings (chili powder, cumin, paprika, onion powder, garlic powder and salt), then the water. Simmer, stirring, until the liquid has gone and the beef looks glossy. Set aside.
-
For the sauce, whisk the tomato sauce with the sauce spices in a small pan and simmer until slightly thickened.
-
Warm the refried beans in a small pan or the microwave with a splash of water until they spread easily.
-
Heat the oil in a clean skillet over medium-high heat. Fry the tortillas one at a time for 30 to 45 seconds per side, pressing any bubbles flat, until golden and stiff. Drain on paper towels.
-
Build four stacks on the baking sheet: a tortilla, a thin layer of beans, a quarter of the beef and a second tortilla. Spread the sauce over each top layer and cover with the cheese.
-
Bake until the cheese has melted. Scatter the diced tomato over the pizzas, cut each into quarters and serve hot.
Tips for a closer clone
- Fry the tortillas until they are fully stiff all over; any soft patches turn chewy under the sauce.
- Spread the beans thin and right to the edge, because they glue the two tortillas together.
- The beef and sauce keep for a day, covered, in the fridge, so the pizzas only take about 15 minutes to fry, build and bake.

About this dupe
vs the original: the Mexican Pizza is on the Taco Bell US menu (checked 14 Oct 2026). It was taken off the menu in November 2020 and came back as a permanent item in September 2022.
In the UK: use mini tortilla wraps, beef mince, passata and mild chilli powder; canned refried beans are in the world foods aisle.
